欧盟食品标签管理主要包括以下机构，
　　　　欧委会健康和消保总司
　　与各成员国主管机构共同协商制定食品标签有关的立法，而有关法律的实施则由各成员国的主管机构及其分支机构负责。
　　　　食物链及动物健康常务委员会
　　分设八个专门委员会，有一定立法权限，包括食品标签在内的食品安全措施。
　　　　欧洲食品安全局
　　不直接制定规章制度，只进行客观的风险评估，为欧盟食品安全立法提供科学依据和技术支持。分别负责食品添加剂、污染物、营养和过敏、转基因食品等领域的风险评估。其中"特殊膳食、营养和过敏专业科学小组"负责对食品营养声称、健康声称和广告等提供科学意见。
　　欧盟有关食品标签的法规采取了两种立法体系，"横向"体系的法规，规定了适用于多种食品的标签通用要求。"纵向"体系的法规，针对的是各种特定食品，比如果汁、牛肉、食糖、蜂蜜、酒类等食品的标签的法规。
　　欧盟的食品标签法规通常是指令(directive)和法规(regulation)两种形式，欧盟每次对法规和指令的修订，都会以新的法规和指令的形式颁布。
